In the event of a draw, how do you reseed? Is the higher ranked player given the benefits of a win and the lesser a loss?

A bit complicated, but worth answering for everyone involved.
A "DRAW" is declared when a match is unplayed at the weekly deadline where the two members involved did play their other match that week. In other words, they didn't/couldn't/wouldn't play each other by the deadline. No way to determine who is at fault for not playing, so the match is basically rescheduled for the following week.
In regards to rank, the premise is to keep the same ranking for both fighters, meaning no one is rewarded or punished for the unplayed match. The match is rescheduled for the following week, thus, giving the two members 28 days to play one single match. A fair compromise.
If there are any auto-promotions, the 2 fighters in the DRAW match will not take advantage of moving up in the rankings. The auto-promotions are only for fighters who played, win or lose.
In some cases, the 2 fighters in a DRAW match may move down in rank by one spot. The reason is because every match should have a winner and a loser, and new rankings are a direct results of the previos week's match.
Real Example from Week 6:
Gold Division: #12 Flashfan7 BLANKA vs. #13 BPKing BLANKA delcared a DRAW
(winner should be #10 in Week 7 / loser should be #14 in Week 7)

PROBLEM with a DRAW: All fighters listed above played their matches, and the results determined the rankings going into Week 7. However, due to the DRAW, there is a void at #10 and #14. The idea is to keep the two DRAW fighters in the same spot the following week (#12 and #13). However, this isn't possible here b/c two new fighters are now ranked at #12 and #13.
POSSIBLE REMEDY: move up Deltron & SALonghorn fighters one spot to fill in #10 ranking, and move Zabi JURI down one spot (to #14) to open up the #12 & #13 rankings. One problem with that - that unfairly punishes ZABI's fighter a rankings simply b/c of the DRAW - which has nothing to do with Zabi. That isn't fair to him since he played his match. Even tho he lost, he is still entitled to the #13 ranking, at the minimum.
RESOLUTION: move up Deltron, SALonghorn, & Zabi fighters. The result will then empty spots #13 & #14. The two DRAW fighters (Flashfan & BPKing) will then move down one spot since they did not play. The active fighters (Deltron, SALonghorn, & Zabi) benefit b/c they did play, & someone else did not. As a result of the drop of one spot, Flashfan & BPKing do not have to play each other now since they are in different rankings (12vs13 and 14vs15).
I always try to accomodate the members/fighters who take the time to play their matches first. Then, those that do not (for whatever the reason - not trying to place blame here) must understand that their fighters will not move up the rankings, and could possibly move down one spot to accomodate the other fighters that did play.
In regards to involved fighters' record, the third number in their record will indicate any DRAWs. For example, a fighter's record may be (5-2-1). This would translate to 5 wins, 2 losses, and 1 draw.
